Follow up letter to Sec.of State Elaine Marshall regarding Wake Court notary fraud

Follow up letter requesting status of investigation of Wake Court and SBI notary fraud

 Dear Ms. Marshall:

On March 14, 2012, I faxed you evidence of notary fraud by NC notary Joyce Davin (who unlawfully notarized the SBI’s defective serology protocol) and told you that Karin Strangland in the notary office emailed me stating that she was not familiar with NC State Notary Law Chapter 10b – the laws that the Secretary of State is supposed to be enforcing.

In my original letter to you, I detailed Joyce Davin’s violations of NCGS10b(3), 10b(23), 10b(40) and 10b(20k).  Joyce Davin notarized defective serology procedure by the NC Department of Health and SBI. Since she is not an attorney, she had no jurisdiction to authorize serology procedure. And, a notary shall not issue a certificate for a notary act that indicates a date other than the actual date the notarized act was performed. But Joyce Davin did, and without a required witness. In summary, Joyce Davin notarized a crime by Department of Health employee Stephanie Raysich and the SBI serology unit.

I received a letter from your Assistant Deputy Secretary of State stating that Joyce Davin did nothing wrong and that your friend Wake Court clerk Lorrin Freeman did nothing either by certifying fake court documents in use in the Wake County court and inventing a fake jury trial document. The fake court documents obstruct justice for potentially everyone who has ever been a misdemeanor defendant in NC, and since the fake documents were certified and notarized, it is within your duty to investigate and prosecute per NCGS 10B – North Carolina notary law.  

Per NCGS 10B-60(a) the Secretary of State has jurisdiction for disciplining notaries. If the NC Secretary of State isn’t enforcing notary law, then potentially every document notarized in North Carolina, including court documents, court orders and mortgages are fraudulent, null, void and of no use to anyone.
